Occupational safety specialist for offices in Munich and Bavaria
Safety Club supports office and administrative businesses across Bavaria with an occupational safety specialist on site, from Munich and Augsburg to Nuremberg, Würzburg and Bamberg. State supervision in Bavaria lies with the trade supervisory offices of the seven district governments. At the VBG, two district offices share the cities on this page: Munich covers the cities in Upper and Lower Bavaria, Swabia and the Upper Palatinate, and Würzburg the Franconian ones.

Trade supervision and the VBG across Bavaria's administrative districts
In Bavaria, the trade supervisory offices sit within the governments of the administrative districts. They check whether businesses comply with state occupational safety law, for example the Working Hours Act and the Occupational Health and Safety Act. The table lists the larger cities with their office and their VBG district office.
| Administrative district | State occupational safety authority | Cities and VBG district office |
|---|---|---|
| Upper Bavaria | Regierung von Oberbayern, Gewerbeaufsichtsamt (Munich) | Munich, Ingolstadt: Munich district office |
| Lower Bavaria | Regierung von Niederbayern, Gewerbeaufsichtsamt (Landshut) | Landshut: Munich district office |
| Upper Palatinate | Regierung der Oberpfalz, Gewerbeaufsichtsamt (Regensburg) | Regensburg: Munich district office |
| Swabia | Regierung von Schwaben, Gewerbeaufsichtsamt (Augsburg) | Augsburg: Munich district office |
| Middle Franconia | Regierung von Mittelfranken, Gewerbeaufsichtsamt (Nuremberg) | Nuremberg, Fürth, Erlangen: Würzburg district office |
| Upper Franconia | Regierung von Oberfranken, Gewerbeaufsichtsamt (Coburg) | Bamberg: Würzburg district office |
| Lower Franconia | Regierung von Unterfranken, Gewerbeaufsichtsamt (Würzburg) | Würzburg: Würzburg district office |
The VBG assigns businesses by the postcode of the site. If your office is in a town not listed here, the location search on vbg.de names the responsible district office. The questions the insurer typically asks during a visit are covered in 5 questions the accident insurer asks on site.
Open-plan floors at Munich insurers and corporate offices
In the administrative offices of insurers and industrial groups, many people work on open-plan floors. The risk assessment there has to cover two levels: the individual workstation with desk, chair and monitor, and the floor as a whole. Phone calls, conversations in meeting areas and people walking through all overlap. Each source is quiet on its own, but together they disturb concentration, which makes them a finding for the assessment.
With desk sharing, every person also has to be able to adjust every desk to fit. Height-adjustable desks and chairs only help if staff know how to set them up and the safety training shows them.
Employees who work regularly at a screen must be offered occupational health screening. This includes the offer of an appropriate examination of the eyes and eyesight. Keep a record of who received the offer and when, even if nobody takes it up.
Software and development between Munich, Nuremberg and Erlangen
Many IT firms and development departments in Bavaria work largely remotely. Where the employer has set up telework stations in employees' homes, these belong in the risk assessment. What to check is described in Risk assessment for remote work and telework.
Software companies around the universities in Munich and Erlangen often employ working students, who also count towards the headcount. Part-time staff count proportionally towards the threshold of 20: up to 20 hours a week as 0.5, up to 30 hours as 0.75. A development team with 16 full-time staff and ten working students on 18 hours each therefore counts as 21 employees and has crossed the threshold. IT service providers then fall into support group III, with 0.5 hours of basic support per employee and year, shared by the specialist and the occupational physician, with at least 20 per cent on each side. Company-specific support comes on top.
An in-house server room raises issues the rest of the office does not have: inspection of the electrical installation, fire safety, access control and whether anyone works there alone.

Frequently asked questions
Is the same trade supervisory office responsible for Ingolstadt as for Munich?
Yes. Both cities are in Upper Bavaria, where the Gewerbeaufsichtsamt (trade supervisory office) of the Regierung von Oberbayern covers the whole administrative district. The same office also handles maternity protection: when an employee tells you she is pregnant, you notify the trade supervisory office, not the VBG.
Does Nuremberg belong to the VBG's Munich district office?
No. The VBG assigns businesses by postcode, and Nuremberg, Fürth, Erlangen, Bamberg and Würzburg belong to the Würzburg district office. The Munich district office looks after Munich, Augsburg, Regensburg, Ingolstadt and Landshut. The duties are the same either way.
Is the trade supervisory office for Bamberg in Bayreuth?
No, it is in Coburg. The responsible body is the trade supervisory office of the Regierung von Oberfranken. The district government itself is based in Bayreuth, but its trade supervisory office has its address in Coburg. At the VBG, Bamberg belongs to the Würzburg district office.
