Occupational safety specialist for offices in Hamburg and Schleswig-Holstein
In Hamburg, Kiel, Lübeck and the surrounding area, Safety Club provides occupational safety support for offices and administrations. An occupational safety specialist comes to your premises to deliver it. The region spans two federal states, each with its own occupational safety authority; on the VBG side, the Hamburg district office covers all of it.

Supervision in Hamburg and Schleswig-Holstein: state authorities and the VBG
In Hamburg, state occupational safety lies with the Staatliche Arbeitsschutzaufsicht, part of the Behörde für Justiz und Verbraucherschutz, the city's authority for justice and consumer protection. Schleswig-Holstein reorganised its occupational safety authority on 1 July 2025: the Staatliche Arbeitsschutzbehörde bei der Unfallkasse Nord (StAUK) became the Landesamt für Arbeitsschutz, Soziales und Gesundheit (LASG). Older letters and notices may still carry the former name.
| State occupational safety authority | Cities | VBG district office |
|---|---|---|
| Staatliche Arbeitsschutzaufsicht Hamburg (Behörde für Justiz und Verbraucherschutz) | Hamburg | Hamburg |
| LASG, Kiel office | Kiel, Flensburg, Neumünster, Rendsburg | Hamburg |
| LASG, Lübeck office | Lübeck, Norderstedt | Hamburg |
| LASG, Itzehoe office | Itzehoe, Pinneberg, Elmshorn | Hamburg |
The state border runs close to Hamburg's city limits: Norderstedt, Pinneberg and Elmshorn are already in Schleswig-Holstein. The LASG divides its responsibilities by district. Norderstedt, in the district of Segeberg, falls to the Lübeck office, and Pinneberg and Elmshorn, in the district of Pinneberg, to the Itzehoe office. If an office moves from Hamburg to Norderstedt, its state supervisor therefore changes, while its VBG district office stays the same.
Open-plan floors in Hamburg's publishers and agencies
Newsrooms, agencies and marketing departments in Hamburg often work on open floors, where acoustics is an issue staff raise regularly. Noise also belongs in the assessment of mental stress. The Technical Rule for Workplaces ASR A3.7 'Noise' provides a yardstick. For work requiring sustained high concentration, such as precise wording or understanding complex texts, it sets a rating level of no more than 55 dB(A). For activities such as word processing or customer contact, the limit is 70 dB(A).
In a newsroom, then, people who write and edit need quieter zones than the team on the phones. Occupational safety usually ranks technical measures above organisational ones, so ceiling absorbers and screens come first and rules for video calls and phone conversations second.
Hamburg trade and logistics: offices and warehouse under one roof
In Hamburg's trading and logistics companies, administration often shares a building with the warehouse or handling area. The Occupational Health and Safety Act links the assessment to the type of activity (section 5(2) ArbSchG). Office and warehouse are therefore assessed separately, each with its own measures, even if both end up in one document.
The tricky part is the transitions: the route from accounts through the warehouse to the canteen, for instance, or office staff helping out with the stocktake. Anyone who occasionally works in the warehouse needs the warehouse safety training before their first shift there, even if their contract says office.
These companies are usually not insured with the VBG. Wholesale and retail trade, goods logistics and warehousing fall under the BGHW (Berufsgenossenschaft Handel und Warenlogistik), freight transport and parts of logistics under the BG Verkehr. Exactly where the line falls depends on what the company does. If the administration is part of the same company, it is insured there too.
Inspections by Hamburg's occupational safety authority
Hamburg's Staatliche Arbeitsschutzaufsicht advises businesses, reviews their occupational safety organisation as a system and initiates sector projects in small and medium-sized businesses. It also runs an occupational safety helpline for questions and complaints.
When the organisation is reviewed, what counts is what can be produced: the appointment of the occupational safety specialist and of the occupational physician, the risk assessment with measures and deadlines, and the records of safety training. 5 marks of audit-ready safety records explains how to recognise records that stand up to scrutiny.

Frequently asked questions
Which authority supervises occupational safety in Kiel and Lübeck?
Since 1 July 2025, the Landesamt für Arbeitsschutz, Soziales und Gesundheit (LASG). It took over the duties of the former Staatliche Arbeitsschutzbehörde bei der Unfallkasse Nord. Kiel is handled by its Kiel office and Lübeck by its Lübeck office; a third office is in Itzehoe.
Our office is in Norderstedt and our registered seat in Hamburg. Which authority is responsible?
For the Norderstedt premises, the LASG in Schleswig-Holstein through its Lübeck office; for the Hamburg seat, the Staatliche Arbeitsschutzaufsicht within the Behörde für Justiz und Verbraucherschutz. State supervision is tied to the location of the premises, not to the registered office. On the VBG side, the Hamburg district office remains responsible in both cases.
Is a Hamburg publisher insured with the VBG?
Often not. Under the demarcation between the insurers, publishers whose products are mainly printed by contract printers belong to the BGHW, and publishers with their own printing works that mainly print themselves belong to the BG ETEM. The membership notice is what counts. The duties barely change: DGUV Regulation 2 applies there too, and an occupational safety specialist, an occupational physician and a risk assessment are just as mandatory.
