Safety Club supports office and administrative businesses between Mannheim, Stuttgart, Freiburg and Ulm with an occupational safety specialist on site. In Baden-Württemberg, state supervision is organised on two levels. Day-to-day supervision of businesses lies with the 44 urban and rural districts, while the four regional councils handle certain special areas, such as maternity protection.

Safety Club provides the external occupational safety specialist for office businesses in Stuttgart and Baden-Württemberg: one contract, a specialist from the network on site and audit-proof documentation in the client portal.

Who supervises occupational safety in Baden-Württemberg

For an office, the responsible body is usually the trade supervisory authority of the urban or rural district where it is located. In urban districts that is the city administration, in rural districts the district office (Landratsamt). The table shows the bodies for the larger cities, grouped by administrative region.

Administrative regionLocal trade supervisionCities and VBG district office
StuttgartLandeshauptstadt Stuttgart (Amt für Umweltschutz), Landratsamt Esslingen, Stadt HeilbronnStuttgart, Esslingen: Ludwigsburg district office; Heilbronn: Würzburg district office
KarlsruheCity administrations of Karlsruhe, Mannheim, Heidelberg and PforzheimKarlsruhe, Heidelberg, Pforzheim: Ludwigsburg district office; Mannheim: Mainz district office
FreiburgStadt Freiburg im BreisgauFreiburg: Ludwigsburg district office
TübingenStadt Ulm, Landratsamt ReutlingenUlm, Reutlingen: Ludwigsburg district office

At the VBG, two cities in the table are assigned differently from the rest, because assignment follows the postcode: Mannheim belongs to the Mainz district office and Heilbronn to the Würzburg district office. A business with offices in several districts deals with several trade supervisory authorities. Each office answers to the authority of the district it is in.

Engineering and planning offices in Baden-Württemberg

In offices that work with CAD and large-format plans, the walkthrough pays particular attention to lighting and visual tasks. Anyone switching between two or three monitors and a plan on the desk needs glare-free light for both. Reflections on screens and glossy paper often only become apparent once you sit at the desk yourself, so the walkthrough includes a look from the seated position.

Plotters and large-format printers often stand in the middle of the office floor. Waste heat, noise and ventilation all matter when deciding where they go. What applies to toner and ink is covered in Hazardous substances in the office.

For many planners, site meetings on construction sites and in factory halls are part of everyday work. These visits need their own safety training and suitable protective equipment, because the office risk assessment does not cover them.

Mid-sized firms and client-site consulting in the south-west

Many mid-sized companies in the state have their administration on the plant site. Purchasing, sales and accounts then need their own risk assessment alongside the one for production, because the hazards differ. Office staff who regularly go into the production hall or warehouse also receive training on the rules that apply there.

For management consultancies it is the other way round. Their staff often spend weeks on a client's premises, but their own employer remains responsible for their safety. Agree with the client who briefs your people on escape routes, alarms and first aid on site, and put it in writing.

In smaller consultancies and offices, management can also organise the support itself. Up to 50 employees, the Unternehmermodell is a permitted alternative. It requires the business owner to attend the training sessions in person. How the support models compare is set out in 5 safety support models compared.

Frequently asked questions

Is the Stuttgart regional council responsible for occupational safety in our office?

For day-to-day supervision, usually not. Inspections and orders on occupational safety come from the trade supervisory authority of the urban or rural district, in Stuttgart from the city's Amt für Umweltschutz. The regional council is responsible for maternity protection, home work and market surveillance, among other things.

Where does an office in Baden-Württemberg report a pregnancy?

To the maternity protection unit of the regional council for the area where the employee works. For an office in Stuttgart, Esslingen or Heilbronn that is the Regierungspräsidium Stuttgart; for Mannheim, Karlsruhe, Heidelberg and Pforzheim it is the Regierungspräsidium Karlsruhe. Notify the council without delay. The VBG is not the right body for this. What belongs in the risk assessment is explained in Maternity protection in the office.

Is the city or the Rhein-Neckar district responsible for an office in Heidelberg?

If the office is within the city of Heidelberg, the city administration is responsible, specifically its Amt für Umweltschutz, Gewerbeaufsicht und Energie. For the municipalities around Heidelberg it is the Landratsamt Rhein-Neckar-Kreis, whose trade supervision office is also based in Heidelberg. Pforzheim works the same way, with separate bodies for the city and the Enzkreis.
